OPERAS Annual Report 2025: Strengthening Open Scholarly Communication

The OPERAS Annual Report 2025 presents a year of growth, collaboration and progress towards a more open and sustainable scholarly communication ecosystem.
By the end of 2025, OPERAS brought together 77 member organisations across 26 countries, strengthening its role as a European research infrastructure supporting open scholarly communication, particularly in the social sciences and humanities.
Throughout the year, OPERAS continued to provide stable services and spaces for collaboration at a time marked by rapid technological change, increasing pressure on research funding and growing challenges to science and academic freedom.
Among the main achievements highlighted in the report are the completion of the OPERAS Strategic Plan 2026–2028, the successful preparation of new European projects, and the public launch of the European Diamond Capacity Hub, a major initiative supporting Diamond Open Access publishing across Europe.
OPERAS also made significant progress towards becoming a European Research Infrastructure Consortium – OPERAS ERIC. Following the work developed through OPERAS PLUS, Poland officially expressed its readiness to co-host the future infrastructure alongside France. This process will continue through the newly funded OPERAS PRIME project.
In 2025, the 13 OPERAS National Nodes strengthened their governance, coordination and national engagement. A new implementation roadmap, policy brief and monitoring framework clarified their role in connecting European services with local SSH communities, while partnerships with the European Diamond Capacity Hub and other research infrastructures expanded their reach. The year also featured highlights from the National Nodes in the UK, the Netherlands, Slovenia and Portugal.
The report also highlights the essential role of the OPERAS community, including its member organisations and Special Interest Groups, in promoting Multilingualism, open publishing and cooperation across national and disciplinary borders.
These achievements reflect the collective work of the OPERAS community and provide a strong foundation for the years ahead.
